Campaign Finance Reform Implementation Phase 1 Proposed Rules Published

Today, the Secretary of State’s office Elections Division published a series of rules to implement the first phase of Oregon’s trailblazing campaign finance reform legislation, as passed by the Oregon Legislature in 2024 and 2026, which combines new, strict contribution limits with continuous reporting.

Public comments can now be offered on these proposed rules, either virtually at public hearings or by email.

“We are on track to implement Phase 1 of campaign finance reform by the beginning of next year, and publication of these rules is a big step forward,” Oregon Secretary of State Tobias Read said. “Public input in this process is critical: the whole point of campaign finance reform is to build a stronger democracy that is more accessible to all Oregonians, and feedback from the public will assist us as we work to implement this law as the Legislature intended.”

To submit a public comment, the Secretary of State’s office recommends the following steps:

  1. Review the proposed rules.
  2. Prepare your comments by clearly explaining your thoughts, concerns, or suggestions. Be specific and reference rule numbers or sections if possible.
  3. Share your comments in one of two ways:
    a. Submit written comments to elections.sos@sos.oregon.gov or;
    b. Virtually attend a public hearing to verbally share your comments. Meeting times and attendance information can be found here.

All comments must be received by November 16 at 5 p.m. Comments become part of the official record and will be considered before final rules adoption.

These proposed rules implement the aspects of House Bill 4018 (2026), House Bill 4024 (2024), Senate Bill 224 (2025) and House Bill 4017 (2026) that are operative Jan. 1, 2027. The rules also reflect changes to campaign finance law as part of the U.S. Supreme Court’s recent ruling in National Republican Senatorial Committee v. Federal Election Commission.
