The awards program is operated by Metroland Media Group Ltd. in partnership with Toronto Star Newspapers Limited, and recognizes local businesses based on community nominations and votes rather than on an industry panel or paid entry.

The Readers' Choice format is structured in stages. Residents first nominate businesses in their own community, and only the five most-nominated businesses in each category advance to the voting stage. Final results in each category are ranked Diamond, Platinum and Gold according to total votes. Metroland reports that the program draws more than 70,000 business nominations and over half a million votes annually across its participating Ontario communities.

The Toronto Regional Real Estate Board serves approximately 70,000 licensed brokers and salespersons in and around the Greater Toronto Area, and consumer-voted recognition has become one of the few signals available to buyers and sellers that is not generated by advertising spend. For homeowners weighing who to work with, awards decided by past clients and neighbours offer a form of local evidence that industry credentials alone do not provide.
